About this call

General objective: The main objective of this call is to enhance the resilience of Polish cities. Projects shall strengthen the institutional capacity of local governments for resilience development and management, including through targeted training that improves staff competences in modern development standards and ensure access to essential citizen-centred public services. Common values and principles: Project Promoters, Partners and projects shall respect the values and principles governing the implementation of the Norwegian Financial Mechanism, as referred to in Article 1.3.1 of the Regulation, i.e. human dignity, freedom, democracy, equality, the rule of law and the respect for human rights, including the rights of persons belonging to minorities. Applicants shall describe how gender equality considerations are integrated into the project. The strategic role and polycentrism: the call is addressed to cities that perform central functions of national and regional significance in Polish polycentric network. Its objective is to strengthen the capacity of cities to prevent and withstand threats, respond effectively to crisis situations, and adapt to changing social, economic, environmental, and security conditions. As a general rule, solutions relating to safety and resilience will be developed and tested in larger centres so that the resulting solutions can be recommended to towns with less administrative capacity. In addition, the call aims to leverage the potential of regional cities to develop model resilience initiatives that can subsequently be replicated and implemented in other, smaller urban area. Thematic scope of projects: Enhancement of the resilience of Polish cities will be provided by supporting the development and implementation of integrated, pilot solutions that strengthen preparedness for a wide range of natural, technological and militarian hazards. The call promotes embedding resilience into urban governance, planning, and crisis management in line with national, European, and international frameworks. This call aims to identify and support initiatives that improve urban capacities across the emergency management cycle, with a particular focus on prevention and preparedness. Actions supported under the call should apply an all-hazards and whole-of-society approach, fostering cooperation between local authorities, emergency services, civil society, the private sector, and residents. The call will prioritize projects with a holistic, cross-sectoral approach that brings together a wide range of stakeholders. This is reflected in the assessment criteria, which reward projects that are based on a robust diagnosis of local challenges; are composed of combination of different activities, are operationally linked to crisis management plans and other relevant strategic documents and include relevant stakeholder groups (including civil society organisations). The projects can implement the activities from the seven thematic areas: Developing alert and warning systems. Monitor environmental and other risks by using Internet of Things (IoT) solutions. Improving infrastructure, equipment, and management of the crisis centres in the cities. Critical infrastructure protection, including alternative methods of water and energy supply. Use of geospatial information system (GIS) for urban risk monitoring and analysis. Modernisation and development of protective structures and storage facilities. Information integrity. The thematic area “Information Integrity” is mandatory. In addition, applicants may select one or two additional thematic areas. Minimum grant amount: 12 727 800 PLN Maximum grant amount: 21 213 000 PLN
