<p>Forest kindergartens are mostly NGOs and like others face the arbitrariness and incompetence of some authorities.State level: the adopted laws reduce the scope for their beneficial public activities.Regional level:they face unequal approach by regional institutions, that administratively impede establishment of FK and the operation of existing ones is complicated.Children thus have unequal opportunities to access FK.The aim of the project is to unify the legislative and administrative requirements for establishment and operation of NGOs running FK and preserve this innovative form of education</p>
