Background

The project addresses the critical decline in the protection of human rights and the increasing legislative pressure on the LGBTI+ community in Slovakia. Despite a growing demand from the private sector for Diversity and Inclusion (D&I) expertise, there is a significant lack of professionalized support and systemic advocacy to counter discriminatory trends.

Main challenges include:

  1. Legislative Pressure: Recent legal changes (e.g., constitutional amendment regarding gender recognition and family rights) create a hostile environment that requires a highly professionalized legal and advocacy response.
  2. Institutional Vulnerability: Pro-LGBTI+ organizations like Iniciatíva Inakosť face difficulties in securing long-term funding for core expert activities like strategic litigation and international advocacy, which are often not covered by standard project grants.
  3. Knowledge Gap in the Private Sector: While companies express interest in inclusion, they lack the tools to implement systemic changes that protect employees from discrimination and hate speech in a polarized society.

The project is highly relevant as it bridges the gap between grassroots community support and high-level systemic change by professionalizing the NGO’s internal structures and its external expert services for employers.

Activities

The project aims to enhance the resilience and expertise of Iniciatíva Inakosť through three interconnected pillars of activities:

  1. Expert Education for Employers (Inakosť spája): The project will implement a comprehensive educational cycle for HR professionals and management. We will deliver expert training modules focused on creating inclusive workplaces, preventing discrimination, and responding to hate speech.
    • Outputs: 1 specialized half-year training cycle, 20 individual training modules, and updated D&I methodology.
  2. Institutional Capacity Building: We will focus on the long-term sustainability of the organization by developing a 5-year Strategic Plan and providing advanced training for the inPoradňa counseling team in the areas of hate crime and discrimination law.
    • Outputs: 1 Strategic Plan, specialized training for 5 counselors.
  3. Strategic Advocacy and Networking: The project will support the formulation of expert legal positions for strategic litigation and strengthen the national platform of LGBTI+ organizations. We will also represent Slovak civil society in international networks (e.g., ILGA-Europe).
    • Outputs: 4 advocacy expert papers, 4 national networking meetings, and active participation in international human rights forums.

Expected results

The project seeks to achieve a systemic shift towards a more inclusive and legally resilient society.

Expected Results:

  1. For Iniciatíva Inakosť: Increased institutional stability, a clear roadmap for future development through the Strategic Plan, and enhanced expert qualifications of the staff, ensuring the organization remains a leader in human rights protection.
  2. For Employers & the Labor Market: Improved capacity of at least 10 major employers to implement D&I policies, resulting in safer working environments for over 120 directly trained professionals and thousands of their employees.
  3. For the LGBTI+ Community (Ultimate Beneficiaries): Strengthened legal protection through strategic litigation and more effective advocacy. The community will benefit from more professionalized counseling services and a more vocal, unified civil society presence that defends their fundamental rights.
  4. For the Public Sector: Increased quality of expert inputs for public policy and legislation, contributing to the rule of law and the protection of democratic values in Slovakia.

The added value of the EEA Civil Society Fund is crucial here, as it allows the organization to focus on high-impact expert activities (litigation, strategic planning) that are typically underfunded but essential for the survival of the human rights sector in the current political climate.
