Academy of Data and Impact Measurement for the Non-Profit Sector
Akadémia dát a merania dopadu pre neziskový sektor
Merit ·Slovakia
Background
Civil society organizations in Slovakia currently operate in a highly polarized environment, frequently facing systemic challenges to their legitimacy, financial stability, and public trust. To counter hostile narratives and actively participate in democratic processes, NGOs must engage in public policy dialogue and watchdog activities that are backed by hard, high-quality data. However, the non-profit sector faces a major systemic barrier: a significant lack of internal data literacy, expertise, and resources to measure their actual social impact.
Many small or regionally isolated NGOs perform vital fieldwork and reach large vulnerable target groups, but they lack the methodology to capture, analyze, and strategically communicate their outcomes. Consequently, their interventions remain invisible to policymakers and donors, and their advocacy potential is heavily underutilized. This data gap creates structural inequalities between well-funded, urban-centered organizations and smaller, regional ones. Furthermore, due to recent systemic budget cuts across the sector, many organizations cannot afford expensive external data consultants, despite urgently needing to justify their effectiveness.
By failing to apply an evidence-based approach, NGOs struggle to defend their positions during public policy consultations with state and municipal authorities, and their capacity to influence systemic change remains weak. This project addresses these interlinked challenges by providing free, accessible, and structured capacity-building tools. It targets the roots of the problem: the lack of practical methodologies, a shortage of affordable expert mentoring, and the isolation of regional actors from modern data-driven tools. Ultimately, the project prevents the erosion of trust in the third sector by providing the means to factually prove its immense value to society.
Activities
The primary objective of the project is to systematically build the data capacities, resilience, and advocacy potential of Slovak NGOs through a comprehensive and integrated training program. The project will execute four interconnected core activities designed to produce immediate, high-quality direct outputs:
Development and Publication of 4 Free Methodological Manuals: Merit will author, design, and digitally publish a series of four practical guidebooks. These will cover: Theory of Change (ToC), Fundamentals of Data Collection, Qualitative Research Methods, and Data Interpretation in Advocacy.
Direct Output: 4 comprehensive e-booklets permanently available for free download on the organization's website as an open educational capacity resource for the entire sector.
Delivery of 4 Capacity-Building Workshops: The project will organize four interactive educational workshops in an online format to ensure maximum regional accessibility. These hands-on sessions will translate the manual concepts into practice, training participants in indicators design, ethical data collection, and ToC modeling.
Direct Output: Minimum of 20 unique NGO representatives trained and equipped with practical data competencies.
Provision of 50 Hours of Tailored Expert Mentoring: The project will offer 50 fully funded consultation hours (10 hours per organization) to 5 selected underfunded or regional NGOs. In cooperation with umbrella networks (e.g., Bystriny, Eduvalue, Platform for Democracy), it will help them design evaluation architectures and prepare data for public policy engagement.
Direct Output: 5 small/regional NGOs with customized, fully operational data collection systems.
Launch of the Bank of Educational Content: The project will develop a public digital repository integrating ToC templates, booklets, cheat sheets, and evaluation templates.
Direct Output: A centralized, active online knowledge platform for Slovak civil society.
Expected results
The project aims to achieve a shift from intuitive operation to an evidence-based approach within the Slovak non-profit sector, yielding concrete results across short-term, medium-term, and long-term horizons.
Expected Results and Outcomes:
In the short term, the project will drastically lower the financial and geographical barriers to expert data knowledge. At least 20 NGO professionals will significantly increase their data literacy and strategic planning skills. In the medium term, the intensive mentoring of 5 specific organizations will directly result in their active and qualified participation in public consultations with municipal or state authorities, using newly gathered impact data as an unassailable argument. In the long term, the widespread distribution of the 4 manuals and the launch of the bank of educational materials will foster a culture of data-sharing and collaborative learning, enhancing the overall transparency, accountability, and advocacy weight of the third sector in Slovakia.
Beneficiaries:
The direct beneficiaries are the leaders, managers, and project coordinators of Slovak NGOs, particularly those from geographically disadvantaged regions outside the capital and those severely impacted by recent budget cuts. These actors will receive expert consulting and/or education free of charge.
The secondary beneficiaries are the umbrella organizations and civil platforms, which will gain stronger, more credible, and more professional member organizations capable of defending civic space.
Ultimately, public institutions, local municipalities, and the general public will benefit as well. Public authorities will gain highly qualified, data-substantiated partners for participative policymaking, ensuring that public resources are allocated to social interventions with proven, factually verified positive impact.
