Background

The project addresses the low level of civic participation and social inclusion of vulnerable groups in Slovakia, particularly among people who face barriers to engaging in community and public life. Many individuals from marginalised communities, socially disadvantaged environments, refugee backgrounds, and isolated rural areas have limited opportunities to participate in local decision-making, public discussions, or community planning processes. Asa result, they often remain excluded from democratic participation and are perceived mainly as recipients of support rather than active contributors to community development.

The problem is closely linked to low trust in public institutions, limited experience with participation, and low confidence in one’s ability to influence local affairs. Vulnerable groups frequently lack access to safe and inclusive spaces where they can openly discuss local issues, express their opinions, and cooperate with other community members or local authorities. Language barriers, social isolation, discrimination, and the absence of accessible participatory mechanisms further deepen their exclusion from civic and community life.

According to a 2024 survey, 52% of civil society organisations stated that vulnerable groups have significantly limited opportunities to participate in public policy-making processes, while none of the surveyed organisations considered these opportunities sufficient. This reflects abroader challenge of insufficient inclusion of vulnerable communities in democratic processes at the local level.

The situation is particularly visible in rural regions, where opportunities for civic engagement, community organising, and dialogue between communities and local institutions are often limited. Weak cooperation between local stakeholders and the lack of sustainable participatory structures contribute to long-term passivity, reduced community resilience, and low levels of public engagement among vulnerable populations.

Activities

The project aims to strengthen civic participation, democratic engagement, and community involvement of vulnerable groups in six locations across Slovakia. It focuses on creating safeand inclusive spaces where participants can gain practical experience with participation, volunteering, community dialogue, and cooperation with local institutions.

The core activity of the project will be the implementation of regular community discussionclubs in Žilina, Prešov, Zvolen, Sveržov, Plavecký Štvrtok, and Petrovany. The clubs willcombine moderated discussions, workshops, group work, excursions, and community activities focused on local needs and challenges. Participants will develop communication, cooperation, and facilitation skills while learning how to identify community priorities and contribute to local decision-making processes.

The project will also include the training and mentoring of local volunteer coordinators and volunteers. In cooperation with partner organisations, interactive trainings on community organising, facilitation, and participatory approaches will be delivered. The most active volunteers will gradually become peer leaders able to facilitate discussions, connect community members, and initiate local activities independently.

Another key activity will be the support of local community initiatives developed directly by participants and volunteers. These initiatives may include public discussions, intergenerational activities, community events, or local cooperation projects responding to specific community needs. The project will also facilitate meetings between communities, local governments, schools, and civil society organisations in order to strengthen local partnerships and participatory mechanisms.

To increase visibility and awareness, the project will implement a digital storytelling campaign presenting authentic stories of volunteers. The project will also produce methodological materials, and local community development plans.

Expected results

The project aims to strengthen civic participation, community engagement, and self-confidence among vulnerable groups that are often excluded from public and community life.Through participation in discussion clubs, volunteering activities, and local initiatives, participants will gain practical experience in expressing their opinions, identifying communityneeds, cooperating with others, and engaging with local institutions.
The main beneficiaries will be people from vulnerable and socially excluded groups, including Ukrainian refugees and people from marginalised communities. The project especially targetspeople with low trust in their ability to influence local affairs and little previous experience with democratic participation.
As a result of the project, participants are expected to strengthen their communication, cooperation, facilitation, and community organising skills. They will increase their confidencein participating in public discussions and become more active in community life. The project will also help reduce social isolation and strengthen relationships between communities, local governments, schools, and civil society organisations.
The project will support the development of local volunteer coordinators and peer leaders from vulnerable communities who will gradually become able to facilitate discussions, connect residents, and initiate local activities independently. At least 30 volunteers will beactively involved in community initiatives and participatory activities.
Another expected result is the creation of stronger local partnerships and sustainable participatory mechanisms in the six project localities. Community discussion clubs, local initiatives, and community development plans will support long-term cooperation between communities and local institutions. The project will also produce methodological materials on community volunteering and participatory approaches that can be used in other communities and future activities.
