From settlement reality to systemic change: a participatory Roma children's rights and advocacy programme
Telepi valóságból rendszerszintű változás Részvételi alapú roma gyermekjogi és advocacy program
Bagazs Public Benefit Association ·Hungary
Background
The project addresses systemic inequalities, social exclusion and violations of children's rights affecting Roma children and families living in segregated communities in Bag and Dány, Hungary. These communities face significant barriers to equal access to education, healthcare, child protection and social services. Their experiences and perspectives are often underrepresented in public discussions and decision-making processes. Furthermore, cooperation between institutions, professionals and affected communities remains insufficient, while individual cases of rights violations rarely lead to systemic improvements. The project also responds to the lack of accessible professional knowledge, effective advocacy mechanisms and participatory approaches in child protection. By addressing these challenges, the Bagázs Association seeks to strengthen legal advocacy, improve institutional accountability, empower marginalised communities and promote equal opportunities, social inclusion and meaningful participation in decisions affecting their lives.
Activities
The project aims to strengthen the Bagázs Association's role as a nationally recognised child rights advocacy and knowledge centre, building on more than 15 years of experience working with Roma communities. It seeks to combine direct support for children and families with systematic legal advocacy, case analysis and policy development. The project will establish participatory cooperation models involving community members, professionals and decision-makers, ensuring that the experiences of marginalised groups influence public policies. It will develop transferable methodologies, e-learning materials and professional training programmes, while organising national conferences and strengthening professional networks. Through podcasts, communication campaigns and an online knowledge platform, the project will increase the visibility of segregated communities. It will also strengthen organisational capacities, international partnerships and financial sustainability to ensure lasting impact beyond the funding period.
Expected results
The project aims to improve child rights protection, community participation and cooperation between Roma families, professionals and decision-makers. By 2030, the Bagázs Association plans to handle 60 legal cases, produce 10 case-based analyses and 6 policy recommendations, and provide training for 100 professionals and students. It will develop transferable methodologies, establish a participatory cooperation model in Pest County and strengthen national and international professional networks. Conferences, podcasts and public communication activities will amplify the voices of people living in segregated communities and increase awareness of systemic inequalities. The project will also improve the organisation's advocacy capacities, professional expertise and long-term sustainability. The primary beneficiaries are Roma children and families in Bag and Dány. Additional beneficiaries include civil society organisations, child protection professionals, educational institutions, policymakers and other stakeholders working towards equal opportunities and social inclusion.
