Supporting K-Monitor’s strategic development
A K-Monitor stratégiai fejlődésének támogatása
K-Monitor Public Benefit Association ·Hungary
Background
The project addresses challenges related to corruption, limited government transparency, insufficient public accountability and weak civic participation in Hungary. Existing legislation and institutional practices do not adequately guarantee access to public information, effective citizen oversight or meaningful involvement in decision-making. Public institutions frequently restrict access to public data, while many municipalities fail to meet transparency requirements and lack the capacity to communicate openly with citizens. Civil society organisations also face difficulties in advocacy, cooperation and adapting to changing political conditions. Furthermore, digital tools supporting transparency and public participation require continuous development to remain effective and accessible. The K-Monitor Association seeks to address these interconnected challenges by strengthening anti-corruption advocacy, improving access to public information, supporting transparent local governance, developing civic participation tools and enhancing the organisational capacities needed for sustainable democratic oversight.
Activities
The project aims to strengthen K-Monitor's position as a leading anti-corruption organisation in Hungary and promote transparent, accountable and participatory governance. Between 2026 and 2029, the organisation will develop policy recommendations, advocate for legislative improvements and strengthen cooperation with civil society organisations, public institutions and international partners. It will modernise its digital tools, including the K-Monitor Database, PartiMAP and the Understandable Budget application, to improve public access to information and support citizen participation. Through the “Ez a minimum” initiative, it will promote municipal transparency, expand assessments and provide training for local stakeholders. The project will also strengthen K-Monitor's internal operations by introducing a clearer organisational structure, improving management and advocacy skills, establishing dedicated communication capacity and diversifying funding sources. These activities will support sustainable organisational development and more effective public oversight.
Expected results
The project aims to achieve measurable improvements in government transparency, civic participation, anti-corruption advocacy and organisational sustainability. By 2029, K-Monitor plans to influence three legislative measures, establish four new civil society partnerships and assess the transparency of 30 municipalities. It will inform 300 municipalities about updated transparency standards and develop three digital tools supporting public oversight and participation. At least eight staff members will acquire or improve professional skills, while six will complete training or capacity-building programmes. Improved communication, stronger fundraising capacities and more efficient internal processes will ensure the organisation's long-term effectiveness. The main beneficiaries include citizens, local communities, civil society organisations, journalists, municipalities and public decision-makers. By providing accessible information, practical digital tools and professional knowledge, the project will enable these groups to monitor public spending, participate in decision-making and contribute to more transparent and accountable governance.
